The lab or photo store need to protect themselves against a claim of copyright infringement (making unauthorized copies) and may demand a "copyright release form". A signed Photo Release form (also called a Model Release) essentially releases the model's ownership of the images captured to you or your company. With this permission, you can use the photos as you desire, whether it be for a creative art project or for a commercial advertising campaign. It is always a good idea to obtain a Model Release. In fact, some of your clients may require that you have photography releases to use your images in their projects especially if the photos include minors. However, there are some nuclear facilities that do have public areas where they allow photography. When in doubt, ask before taking photos. And maybe it is because of this liberated handling of photos that a large number of people have forgotten about the U.S copyright laws. Yes, pictures and photos are property and ownership of people and can only change hands through proper and legal processes. This is common for school or photos.
